2020 Drinking Water Report 

Monday, June 5, 2017

Mayor Anderson called the meeting to order and opened with the Pledge of Allegiance. Town council members present: Jim Perkins, Lula Price and Tim Nottingham. Council member Shirley Miller was not present. PWD Mike Ventling, Chief of Police Ralph Dawson, Town Clerk Brenda Kansala and Town Attorney Hope Freeman were present.

 

Review and Adopt Agenda: Motion by Price and seconded by Nottingham to accept the agenda as written. Approved unanimously.

 

Minutes: Motion by Nottingham and seconded by Price to approve the minutes of the regular town council meeting of May 1, 2017, as corrected. Approved unanimously.

 

Bills: Motion by Perkins and seconded by Price to accept the bills as presented. Approved unanimously.

 

Employee Reports:

Clerk report was read aloud by town clerk. Council received usage/billing summary, billing journal summary, accounts receivable summary, collections history, tax voucher detail, revenue voucher detail, combined check register, copy of Bank of Bridger bank statements, statement of expenditure budget vs actual and statement of revenue budget vs actual as reports. Motion by Price and seconded by Perkins to accept the clerk report as presented. Approved unanimously.

 

Public works report by Mike Ventling: Discussion held on broken curb stops which need to be replaced, two fire hydrants which need to be put in, 1,000 feet of water line from River Street to the lagoon to be put in and five main connections to the water and sewer lines to be put in. Discussion on helper for public works. Skid steer has leak on right rear wheel. Carbon Equipment gave rough estimate of  $1500. for repair. Discussion held on cost of 10 parking blocks at $45. each and eight pillar blocks. Motion by Price and seconded by Perkins to accept PWD report as presented. Approved unanimously.

 

Police report by Chief Ralph Dawson: Discussion held on welfare checks, theft with unknown date of loss, vandalism phone box at museum, agency assists, open container, domestic issues, animal control pit bull chasing bicycle, irate patron at US Post Office, domestic issues, speeding citations, parking issues and U-Turn warning. Discussion on trainings attended and upcoming trainings. Mileage sheet included.  Turned in purchase orders for practice ammo of $25.00 for the month of May 2017. Motion by Price and seconded by Perkins to approve the police report and purchase order for ammo for $25. Approved unanimously.

 

Zoning Committee: Bill Rivers said he is resigning from the zoning committee.  Council thanked him for his years of service. Annette Anderson said the zoning committee has approved the zoning permit for Mark Van Rooyen for new pole type building for storage and parking at 320 East River Street. Motion by Price and seconded by Nottingham to approve this zoning application. Approved unanimously. A sign up sheet will be placed on the town hall counter for persons interested to be on the zoning committee.

 

 

Correspondence: Clerk gave to council correspondence from Montana Department of Transportation giving amounts of state fuel tax allocations, Montana Department of Labor & Industry with unemployment tax rates for fiscal year 2018  (7-1-2017 thru 6-30-2018), Republic Services contract rate adjustment starting 7-1-17 and Carbon County Sheriff's Office dispatch services rates for fiscal year 2017-2018.  Attorney Freeman asked if town had received a letter from Alex Nixon regarding Victim Rights Advocate position they are seeking to fund full time for $2500. per year.  The answer was no.

Attorney Freeman stated she is working on revamping curfew and animal control ordinances.

 

Desiree Freitas – Horseshoe Tournament: Mrs. Freitas asked council to lift the alcohol ban in the park at the horseshoe tournament during Fromberg Days August 26th from noon to 8 PM. No sales of alcohol will happen just own coolers and beer (BYOB). Discussion held.  Motion by Price and seconded by Nottingham to lift the alcohol ban from noon to 8 PM  at the horseshoe tournament on August 26th. Approved unanimously.

 

Ordinance # 265 – An Ordinance Amending Fromberg Code Title 2-Administration And Personnel, Chapter 3 Police Department. Attorney Hope Freeman read this ordinance aloud as first reading. Question and comment period was held. Motion by Nottingham and seconded by Price to approve this ordinance  first reading. Approved unanimously.

 

Ordinance # 266 – An Ordinance Amending Fromberg Code 2-3-11 Powers And Duties Of Police Chief. Attorney Hope Freeman read this ordinance aloud as first reading. No questions or comments. Motion by Nottingham and seconded by Perkins to approve this ordinance first reading. Approved unanimously.

Motion by Perkins and seconded by Price to approve this ordinance first reading. Approved unanimously.

Motion by Nottingham and seconded by Perkins to approve this ordinance first reading. Approved unanimously.

Ordinance # 272 – An Ordinance Amending Fromberg Code 2-3-31 Disposal Of Unclaimed Property. Attorney Hope Freeman read this ordinance aloud as first reading. Discussion held. Unclaimed sold property funds would be deposited into the general fund. No other questions or comments. Motion by Nottingham and seconded by Perkins to approve this ordinance first reading. Approved unanimously.

 

Ordinance # 273 – An Ordinance Amending Fromberg Code 2-3-33 List Of Property Sold. Attorney Hope Freeman read this ordinance aloud as first reading. Discussion held. No other questions or comments. Motion by Perkins and seconded by Price to approve this ordinance first reading. Approved unanimously.

 

Ordinance # 274- An Ordinance Amending Ordinance 231 (Floodplain And Floodway Management Ordinance For Communities With Designated Floodways) Of The Fromberg Municipal Code To Cite Current Floodplain Insurance Study. Attorney Hope Freeman read this ordinance aloud as first reading. Discussion held. No questions or comments. Motion by Price and seconded by Nottingham to approve this ordinance first reading. Approved unanimously.

 

MLEA Model Policy Handbook: Attorney Hope Freeman and Mayor Anderson discussed the list of addendum’s given to council from Tim Nottingham heading up the Police Policy Committee formed but no public notices posted in town anywhere for all the public to attend. Discussion held. Nottingham going to check with Angela at MMIA and will discuss at next council meeting. Officer Dawson gave handouts to council referring his remarks on the addendum’s. Discussion held. Motion by Nottingham and seconded by Price to adopt the MLEA Model Policy Handbook. Approved unanimously.

 

Fromberg Water Well Update – Bid Recommendations: Mayor Anderson read aloud letter from Great West Engineering regarding the water well and bulk water station rebids. Mr. Hanson is checking on  contractors references then a special meeting will be set up soon.

 

Preliminary Budget:  Mayor Anderson handed out budget worksheet data as of May 20, 2017. Discussion held. Officer Dawson handed out his budget for Fromberg police department.  Discussion on Local Government Workshop in Billings. Discussion held on purchase of parking blocks and pillar blocks. Discussion on new fire hydrant. Motion by Perkins and seconded by Price to approve $1000. the purchase of 10-12 small cement blocks and 8 big blocks for the town. Approved unanimously.  Discussion held on skid steer repair with a rough estimate of $1500. by Carbon Equipment. Motion by Perkins and seconded by Price to approve the repair of the skid steer. Approved unanimously.

 

Advertising for Public Works Employee: Discussion held. Attorney Freeman said run ad for full time employee for public works.  Mayor Anderson will advertise for two weeks for a full time employee for public works.

 

Old Business: Mayor Anderson said sign up sheet for Growth Policy on counter at town hall and about four signatures on it. Mayor called the state and Gus Byrum developing new packet and will get out mid July. Mayor Anderson will get to persons on the list by email. Discussion held on garbage can in front of The Little Cowboy Bar. Mayor said contract he made with Republic Services involves cans on main street to be emptied. Clerk had called Republic Services and secretary said no. Clerk to pull contract for Mayor Anderson. Discussion held about other garbage cans not being serviced. Discussion on pot hole at top of hill by Mine Spur Road.

 

Public Comment: (For those items not on the agenda) Niki Elliott asked how many days for fireworks during 4th of July. Usually day of the 4th  unless special request. Discussion held on water in ditch on main street.

 

Next Regular Town Council Meeting Date: Monday, July 3, 2017 if have a quorum. If no quorum then July 10, 2017 at 7:00 PM at the Town Hall of Fromberg.

 

Adjourn: Motion by Price and seconded by Nottingham to adjourn the meeting.  Approved unanimously. Meeting adjourned.
