2020 Drinking Water Report 

Monday, July 10, 2017

Mayor Anderson called the meeting to order and opened with the Pledge of Allegiance. Town council members present: Jim Perkins, Lula Price, Tim Nottingham and Shirley Miller. PWD Mike Ventling, Chief of Police Ralph Dawson, Town Clerk Brenda Kansala and Town Attorney Hope Freeman were present.

 

Review and Adopt Agenda: Mayor Anderson stated  Attorney Freeman suggested to move Public Comment (for those items NOT on the agenda) up on the agenda so persons do not have to wait till end of meeting for public comment. Motion by Nottingham and seconded by Miller to suspend the second reading of  all ordinances relating to the police department which are Ordinances # 265 through Ordinance # 273 which are agenda items #13 through #21. Four ayes. Motion by Nottingham and seconded by Miller to suspend agenda item #23 Addendums to MLEA Model Policy Handbook until he has time to review this. Approved unanimously. Motion by Miller and seconded by Nottingham to approve the agenda as amended. Approved unanimously.

 

Public Comment (For those items Not on the agenda): Roger Steffen from Edgar asked council approval to have shaved ice cart in park for Fromberg Days August 26th. Mayor said no fees for vendors during Fromberg Days. Council approved. Discussion on mosquito abatement.

 

Minutes: Discussion on curbstops. Motion by Price and seconded by Perkins to approve the minutes of the regular town council meeting of June 5, 2017.  Approved unanimously. Motion by Perkins and seconded by Price to approve the minutes of the special town council meeting of June 21, 2017. Approved unanimously.

 

Bills: Motion by Price and seconded by Miller to accept the bills as presented. Approved unanimously.

 

Employee Reports:

Clerk report was read aloud by town clerk. Council received usage/billing summary, billing journal summary, accounts receivable summary, collections history, tax voucher detail, revenue voucher detail, combined check register, copy of Bank of Bridger bank statements and Valley Federal Credit Union bank statement, statement of expenditure budget vs actual and statement of revenue budget vs actual as reports. Motion by Miller and seconded by Price to accept the clerk report. Approved unanimously.

 

Public works report by Mike Ventling: Had to replace the front tire on the dump truck cost $300. plus for new tire as it exploded. Discussion held on asphalt zipper to repair streets and try to get demo set up. Ventling said need roller. Ventling said Gillette has one for $3,750. Discussion held. Motion by Perkins and seconded by Price to accept PWD report as presented. Approved unanimously.

 

Police report by Chief Ralph Dawson: Discussion held on trespass, theft, criminal mischief, theft of motor vehicle by juvenile, agency assists, open container on West River Street, dog bite person went inside fence where they should not have been, report of injured deer, call out neighbor issues, noise complaint, served subpoena, issued weed warnings, tent camper at town park no facilities to support, landlord tenant issues, negligent endangerment went to youth court, complaint of fire attended and controlled, complaint of unlicensed driver, parking issues and complaint of dirt bikes on East River Street. Discussion on trainings attended and upcoming trainings and stated vacation days taken. Mileage sheet included.  Turned in purchase order for practice ammo of $25.00 for the month of June 2017. Motion by Price and seconded by Miller to approve the police report and purchase order for ammo for $25 for months of June and July. Approved unanimously.

 

Zoning Committee: Nothing.

 

Correspondence: Clerk gave to council correspondence from Commissioner of Political Practices with verification of candidates running for city offices.

 

Julia Jones – Republic Services: Discussion held on garbage services. She requested customers to have their garbage cans out by 6 A.M. if driver starts early. Clerk to call her to set up dates for fall cleanup.

 

Meter Reading Hardware and Software: Discussion held. Town has money in the water reserve account to fund this with Mastermeter for $25,000. We can take $25,000. out of the water reserve account and transfer it into the water account to pay for this upgraded computer and software. Motion by Price and seconded by Nottingham to approve the purchase of the new meter reading hardware and software. Approved unanimously.

 

Public Works Employee: Discussion held. New person will be on 9 month probation period with starting pay at $13.00 per hour then after probation period will go to $14.00 per hour. Motion by Price and seconded by Perkins to hire full time public works employee at Mike Ventlings recommendation. Three ayes from Price, Perkins and Nottingham. Miller abstained. Motion carries.

 

Ordinance # 274- An Ordinance Amending Ordinance 231 (Floodplain And Floodway Management Ordinance For Communities With Designated Floodways) Of The Fromberg Municipal Code To Cite Current Floodplain Insurance Study. Second reading. Attorney Hope Freeman read this second reading of Ordinance #274 aloud. No questions or comments. Motion by Price and seconded by Perkins to accept second reading of Ordinance #274. Approved unanimously.

 

Review Of  Revisions To Animal Control Ordinances: Attorney Freeman suggested council review and make suggestions or changes. Would like to have an act of discussion before changes made. Discussion held. Copy will be on counter at Town Hall for review.

 

Fiscal Year Budget: Mayor Anderson gave handouts and budget was discussed. Council will have budget workshop open to the public Wednesday July 19 at 7 PM.

 

Old Business: Growth Policies from other towns will be on counter at Town Hall for review from other towns. Mark Vargas asked about vehicles on 3rd Street being a nuisance. Discussion held.

 

Next Regular Town Council Meeting Date: Monday, August 7, 2017 at 7:00 PM at the Town Hall of Fromberg.

 

Adjourn: Motion by Price and seconded by Miller to adjourn the meeting.  Approved unanimously. Meeting adjourned.
