2020 Drinking Water Report 

Monday, December 4, 2017

Attorney Freeman presented Mayor Richard Anderson with a retirement plaque from the town employees.

He gave 14 years of service to the town always donating his salary back to the town.

 

Mayor Richard Anderson called the meeting to order and opened with the Pledge of Allegiance. Town council members present: Jim Perkins, Tim Nottingham and Shirley Miller. Town Attorney Hope Freeman, Chief of Police Ralph Dawson, PWD Mike Ventling and Town Clerk Brenda Kansala were present. Council member Lula Price was not present.

 

Review and Adopt Agenda: Motion by Nottingham and seconded by Perkins to approve the agenda as presented. Approved unanimously.

 

Public Comment (For those items Not on the agenda): Niki Elliott asked about Christmas tree lights not being on in the evening. Discussion held. Randy Wike discussed domain name for town and emails.

 

Minutes: Motion by Perkins and seconded by Nottingham to approve the minutes of the Regular Town Council Meeting of November 6, 2017. Approved unanimously.

 

Bills: Motion by Perkins to accept the bills. Miller said had not had time to review the bills yet. No second. Mayor said we will postpone the approval of the bills and can approve at next meeting or at the end of this meeting.

 

Employee Reports:

Clerk report was read aloud by town clerk. Council received usage/billing summary, billing journal summary, accounts receivable summary, collections history, tax voucher detail, revenue voucher detail, combined check register, copy of Bank of Bridger bank statements, statement of expenditure budget vs actual and statement of revenue budget vs actual as reports. Motion by Nottingham and seconded by Miller to accept the clerk report as presented. Approved unanimously.

 

Public works report by Mike Ventling: New well at bulk station almost on line having software issues.  Got Christmas tree and lights on street are on. Built snow push box for skidder. Miller requested timer for Christmas tree lights. Motion by Perkins and seconded by Miller to approve the PWD report as presented. Approved unanimously.

 

Police report by Chief Ralph Dawson: Discussion held on welfare checks, report of thefts in vehicles, harassment at school, agency assists,  DUI East River and Park Drive, domestic issues family disagreement east side, citizen requesting deer crossing signage west end of North Street, complaint of debris piles on neighbors property, report of suspicious person in vicinity of  Tomahawk, call out residents found .22 caliber projectile in their basement suspect hunters southwest of residents home west side, communications pole down mid way on North Street, speeding ticket 58 in a 35 south bound on Highway 310 and two parking warnings. Discussion on meetings and trainings attended and upcoming trainings. Mileage sheet included. In council packet is monthly purchase order for ammo for the month of November. Discussion held on deer signs. Motion by Perkins and seconded by Nottingham to approve the police report and the purchase of practice ammo for the month of November. Approved unanimously.

 

Correspondence: Mayor Anderson read aloud a letter received dated November 20, 2017 from Fromberg's Town Attorney Hope E. Freeman informing she will continue to stay in her position until December 31, 2017 as no one has applied for this position as advertised. Discussion held. Mayor Anderson read aloud letters received from Carbon County Historic Preservation Commission Board  referencing Annette Anderson's term expires 12/31/17 and for the Carbon County Planning Board Julie Jones term to expire 12/31/17. When other persons appointed to these positions please notify them. Clerk to check with Julie Jones.

 

Zoning -  331 east River Street – Loftus Property: Shirley Miller said she looked at plat and she saw no problem with the manufactured home they are preparing to put on property instead of building a stick home. Miller said she would approve the zoning application. Motion by Nottingham and seconded by Perkins to approve this zoning application. Approved unanimously. Annette Anderson gave her resignation from the zoning committee.

 

Republic Services - Julia Jones : Held discussion on Fromberg Fall Cleanup going well. She asked for issues or complaints and there were none.

 

Resolution #475: A Resolution Amending And Supplementing Resolution #468 and Resolution #471 in Section 1.01, 2.04, 3.01, 3.02, 3.03, 3.11 And 5.04(d) And Authorizing And Providing For The Issuance Of The Series 2018B Waste water System Revenue Bond In The Reduced Principal Amount Of $130,000.  Mayor Anderson read this resolution aloud. Discussion held. Motion by Nottingham and seconded by Perkins to approve Resolution # 475. Approved unanimously.

 

Great West Engineering – Chad Hanson: Chad Hanson discussed water well update. Wastewater project had four bids. Missouri River Contractors, LLC out of Helena, MT is the lowest bidder with a bid of $2,528,760. Discussion held. Motion by Nottingham and seconded by Perkins to accept this bid and sign the Notice of Award with contingency of RD  approval. Approved unanimously. Discussion on Contract Amendment. Amendment amount $5,500. Motion by Nottingham and seconded Perkins to accept the Amendment To Owner-Engineer Agreement  Amendment No. 2 dated December 4, 2017. Approved unanimously. Discussion held on Draw Request #9 on sewer project. Motion by Miller and seconded by Nottingham to approve Draw Request # 9. Approved unanimously.

Next Regular Town Council Meeting Date: Monday, January 8, 2018 at 7:00 PM at the Town Hall of Fromberg.

 

Adjourn: Motion by Miller and seconded by Perkins to adjourn the meeting.  Approved unanimously. Meeting adjourned.
